Position: Senior Business Systems Analyst

Duties/ Responsibilities:1 Provide, on a continual basis for all assigned tasks, the personnel required in this TORFP within the timeframe required as specified by the TO Manager.

2 Provide support during normal business hours.

3 Provides technical and administrative direction for personnel performing software development tasks.

4 Reviews work products for correctness, adherence to the design concepts and to the user standards.

5 Review progress in accordance with schedules. Coordinates with the TO Manager to ensure problem solution and user satisfaction.

6 Make recommendations, if needed, for approval of major system installations. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.

7 Create User Guides and Functional Requirement Specifications of current and future systems.

8 Develop, maintain and present test plan, test cases, and test scripts.

9 Conduct functional testing of current systems prior to UAT.

10 Develop and maintain defect management. Document issues found and verify fixes once they have been addresses by programming staff.

11 Create GAP Analysis by reviewing system documentation (file layouts, specification manuals, etc.) for upcoming collection period comparing to previous year collection.

12 Be able to interact between users and developers. Receive feedback from users on enhancements and changes to applications. Document user enhancement requests so developers understand modifications to make to applications.

13 Attend internal MSDE staff meetings as requested.

14 Produce weekly status report.

Minimum Requirements:Education:

A Bachelor’s Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

General Experience:

Must have five (5) years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis

Specialized Experience:

· At least five (5) years of experience in analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems, to include experience in Database Management Systems (DBMS), and use of programming languages. Knowledge of current storage and retrieval methods and demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.

Other Requirements:· General Industry Experience: At least two (2) years’ experience working in PreK-12 education system.

· Good Oral and written communication skills: This will be validated during the interview process. Candidates will be required to submit samples of past written communications for review. Job Description:CSEA, a unit within DHR, is seeking a Technical Writer with at least five (5) years of experience in technical writing and technical editing support. This individual will develop and write the Request For Proposals (RFP) for the Privatization of Child Support Services in Baltimore City. The successful candidate must be organized and detail-oriented, with exceptional writing and communication skills. DHR desires a Technical Writer with documented successful experience in drafting technical specifications for programs, preferably related to child support programs.DHR values a team approach to project work efforts; therefore, the successful candidate must possess exemplary communication and people skills and be skilled in facilitating project team interactions.
Duties/ Responsibilities:a. Develop comprehensive technical specifications of the child support services that will be privatized, that reflects a cost-effective program designed to provide optimal customer services. The RFP shall include innovative services with specific emphasis on increasing support collections that will be needed to propel the Baltimore City program into the top ten urban performers based upon the federally mandated performance measures.b. Require the Technical Writer to coordinate and facilitate meetings and obtain input from subject matter experts (front-line workers, team leaders, middle managers, senior managers, DHR Executive Leadership, etc.) within DHR.c. Be prepared to work during the hours of 8:00 AM and 6:00 PM. In addition, be prepared to work evenings, nights, weekends, holidays, and other non-standard work hours, as may be necessary, to complete the tasks outlined in this RFR, or as the work and DHR dictate. Services requiring non-standard work hours may include but are not limited to: issue resolution and research, work required to meet established deliverable due dates, and other activities that must occur outside regular business hours to meet the needs of this RFR.

d. Be precluded from development, implementation, or hosting projects for DHR that result from the Master Contractor’s activities under this RFR. The Master Contractor shall be precluded both as the prime contractor, subcontractor, or consultant.

e. Ensure that it does not engage in additional business development activities related to DHR without first consulting with the agency and obtaining a formal opinion so as to avoid any potential conflict of interest. Should the DHR Project Manager learn that the Master Contractor has failed to observe these guidelines, the Master Contractor shall be immediately dismissed from the engagement.

f. Deliver all notes, meeting minutes, work papers and project artifacts to CSEA upon request and at the conclusion of this Contract.

g. Maintain open communication and provide a weekly status report to the DHR Project Manager in a format to be determined jointly by DHR and the Master Contractor following start of Contract.

h. Oversee and manage the development of the RFP, to include: project plan, scope management, budget management, resource management, time management (activities & task planning), communications, risk, transition planning, and support.

i. Coordinate meetings with Subject Matter Experts (SMEs) identified by DHR’s Project Manager and analyze and synthesize information learned from SMEs to be incorporated into RFP.

j. Research privatized child support services, on a national level, and provide a detailed comparison of the services among the states, performance of each state based on the federally mandated performance measures, and related costs.

k. Ensure that the RFP conforms to industry best practices, federal and Maryland State laws, regulations and policies.

l. Perform additional job-related duties as requested.

Minimum Requirements:Education:· Associates Degree in Liberal Arts, such as English or Journalism.General Experience:

· A minimum of five (5) years of experience of comparable RFP development.

Specialized Experience:

· At least two (2) years of experience in preparing and editing documents, including technical documents. Also includes researching for applicable standards.

Preferred Qualifications:Education: · A Bachelor of Arts Degree is preferred from an accredited college or university in Liberal Arts, such as English or Journalism.Specialized Experience:

· At least two (2) years of RFP privatization writing experience in government service areas.

· At least five (5) years’ experience with supervising program development/operations in federally-regulated child support programs during the past seven years preferred.

· At least five (5) years’ experience creating and maintaining technical documentation using Microsoft Office Suite products.
